Liepāja 2027 Announces an International Competition for Co-Financing Cultural Events

To enrich the programme of Liepāja – European Capital of Culture 2027 with innovative, interdisciplinary, contemporary and outstanding cultural events, hence boosting the international cooperation, the Liepāja 2027 Foundation is launching an open international competition for the co-financing of cultural and artistic initiatives.

“Through this competition, we strive to foster a space where contemporary art transcends disciplines and challenges conventional thinking, expands the boundaries of imagination, and engages with the dynamics of (un)rest as an aesthetic, creative and philosophical experience. We are looking for projects that resonate across Europe and inspire both local and international audiences,” says Baiba Bartkeviča, board member of Liepāja 2027 responsible for artistic programming.

Individual artists, creative teams, organisations and cultural professionals are welcome to apply with projects that can be implemented in Liepāja, South Kurzeme or the Kuldīga regions. While the main project activities will take place within the designated area, some kick-off opening events may also be supported in other locations across Latvia.

A total of EUR 640,000 is available for co-financing.

Applications are open across several programme lines, including:

  • the interdisciplinary contemporary art programme “Moving Horizons”,
  • the photography event cycle “World of Images”,
  • the participatory performing arts programme “Karosta-Radosta”,
  • the literature and oral culture programme “Phantom of the Library”,
  • the environmental installation and digital experience programme “Island of Adventure,
  • the visual theatre development programme “Open Theatre Quarter”,
  • the “Kino Sapnis” world Film Days in Liepāja,
  • the electronic dance music event “No More Heavy Metal”.

Priority will be given to projects that promote international cooperation, reach and engage diverse audiences, uphold European fundamental values, demonstrate environmentally responsible practices and ensure accessibility for all social groups.

Co-financing may be used to support content creation, production and project management, venue costs, remuneration for artistic, technical and administrative staff, purchase of materials and equipment rental, travel and accommodation, as well as marketing and communication activities.

Applications are open to legal entities and economic operators registered in the Member States of the European Economic Area.

The deadline for submissions is 11:00 a.m. (EEST/Latvian time) on 10 September 2025.
