

The Liepāja 2027 Foundation (“Liepāja2027”) is excited to announce the opening of applications for its Youth Development Programme, designed to engage young people in shaping and implementing Liepāja’s vision as the European Capital of Culture 2027.
Open to young individuals aged 16-25, the programme will run from October 2024 to August 2025 and will offer young participants an opportunity to gain hands-on experience within cultural organisations, seeing them from the perspective of young audiences, or as we say, “with New Eyes”.
Within this pilot project, participant will receive training and guidance to plan and execute cultural events tailored to their peers.
The programme will include a three-day training camp to help plan and launch the kick-off event, a cultural exchange trip to Tartu in Estonia, which is this year’s European Capital of Culture, several workshops with experienced cultural experts and regular mentoring sessions (twice a month on Saturdays).
In addition, young people will get a chance to win a €1,000 prize to fund an implementation of their team project idea.The Liepāja 2027 programme will select 30 participants: 20 from Liepāja, five from the South Kurzeme Region, and five from the Kuldīga Region. Creativity is encouraged when applying, and participants are invited to submit their motivation in any expressive form – be it a video, poem, story, or comic, it doesn’t necessarily have to be a classical motivation letter application, but rather a form that manifests your best creative self.
Application runs from 5 September, with a deadline 23 September 2024.
This pilot project is implemented by Liepāja 2027, in partnership with the association “Development Platform YOU+”, the “Izgaismo ideju” association from South Kurzeme, and the Kuldīga active youth association “Sprādziens”.

Liepāja 2027 Announces an International Competition for Co-Financing Cultural Events
To enrich the programme of Liepāja – European Capital of Culture 2027 with innovative, cross-sectoral, contemporary and outstanding cultural events, hence boosting the international cooperation, the Liepāja 2027 Foundation is launching an open international competition for the co-financing of cultural and artistic initiatives. The deadline for submissions is 10:00 a.m. (EEST/Latvian time) on 10 September 2025.
