Liepāja 2027 Heads to Tallinn Music Week 2026
On 11 April, Liepāja 2027 will take to the stage at Tallinn Music Week 2026’s City Stage to present the concept of Liepāja – European Capital of Culture 2027: (un)rest.
The Liepāja 2027 Foundation is once again opening the doors to its community empowerment and support programme “Neighbourliness”. Residents of Liepāja, South Kurzeme, and Kuldīga regions are invited to step forward and apply for the second round of this initiative, which aims to strengthen cooperation among neighbours, deepen people’s sense of belonging to Liepāja, Latvia, and Europe, and nurture an active, participatory society.
At its heart, “Neighbourliness” is a workshop in togetherness – a space where cultural, artistic, and social tools are used to forge stronger ties between people and places. No previous experience is needed; what matters most is the will to breathe new life into one’s courtyard, village, or neighbourhood. It is about finding allies, drawing in those who have been less active, and discovering shared responsibility for the land we call the (un)rest Land.
Participants will take part in a lively idea hackathon alongside experienced experts and mentors, and each month they will meet face to face in training sessions designed to equip them with practical skills – from community building and idea generation to resource mobilisation. With the guidance of mentors, groups will shape concrete project plans, and the most compelling ideas will also receive financial support for implementation.
“The first year of the community programme “Neighbourliness” has proven that, with support and quality training, communities can make a lasting impact. We see that the residents of the (un)rest Land are becoming more united, courageous, and creative, creating an environment where everyone has a place and a voice. New associations have been formed, and events have taken place during the programme, demonstrating that culture and cooperation are a strong foundation for long-term social development,” says Justīne Rusakova, Public Participation Project Manager at Liepāja 2027.
One of the programme’s key goals is to encourage the creation of high-quality, imaginative projects that may later be submitted to Liepāja 2027 competitions or secure support from other funding streams.
Participation is free of charge. Applications are open until 8 October 2025 via the online form.
“Neighbourliness” is implemented by the Liepāja 2027 Foundation in cooperation with Liepāja City Council, South Kurzeme Municipality, and Kuldīga Municipality, with financial support from the Ministry of Culture of the Republic of Latvia.

With this open call for artists to participate in the exhibition and symposium, the association “ASTE. Art, Science, Technology, Education” launches the project “ElektrON – The Future of Amber”, interpreting the heritage of amber—along with the future potential of other fossil materials—through a symbiosis of art and science, within the programme “Liepāja – European Capital of Culture 2027”. Applications to participate in the project can be submitted by 23:59 on 19 April.
On July2, experimental music festival Skaņu Mežs will hold an exclusive mini-edition in the city of Liepāja, featuring musical acts and sound artists from Latvia, Japan, Norway, United Kingdom, Sweden and Germany.
