
Call for Tenders on Liepāja 2027 Youth Development Pilot Project

The “Liepāja 2027 Foundation” (Liepāja 2027) has announced a tender for the implementation of a pilot project aimed at youth development. This initiative seeks to engage young people in the activities of the European Capital of Culture 2027 programme, providing them with the skills and support needed to plan and execute their own cultural events.
To apply for the tender, young people who will implement the programme are expected to pair up with the Liepāja 2027 team in creating a training and mentoring plan. This plan should attract at least 30 enthusiastic and motivated young people: 20 from Liepāja, five from the South Kurzeme region, and five from the Kuldīga region.
Programme requires that applicants must design a youth development programme featuring regular meetings, team-building activities, and informal training sessions on event planning and execution. The goal is to equip young people with the necessary skills to create high-quality, innovative, and engaging cultural activities for diverse youth audiences.In terms of the assessment and future recommendations, the tender includes an evaluation of the pilot project and the formulation of recommendations for the future development of the youth programme.
The first Liepāja 2027 youth pilot project is scheduled to run from August 2024 to October 2025. Subsequent programmes are planned for the academic years 2025/26 and 2026/27. The budget for this pilot project is EUR 22,000.

On 9 September 2025 at 14:00, the Liepāja 2027 Foundation opens its doors at Dārza Street 4/8 and welcomes all to the masterclass “Eco-design in Events” led by researcher Kitija Balcare, Ph.D. (c.), who will guide us through the art of designing with responsibility.
