The works created during the residency will become part of the programme of the project &ldquo;L&#257;&#269;pl&#275;&scaron;a Garden Festival,&rdquo; a partner of Liep&#257;ja 2027.<\/p><p>The residency theme is ecological restoration, aimed at accelerating environmental transformation and reshaping public perception of Karosta as a place marked by the scars of Soviet occupation in the urban landscape.<br>\nCovering roughly one-third of the city, Karosta (War Port) was originally constructed on the Baltic Sea coast in the late 19th century as a formidable naval base. For a century, it remained a heavily restricted military zone, completely cut off from the residents of Liep&#257;ja.<\/p><p>When the Soviet Union collapsed and the Russian army withdrew to Kaliningrad in 1994, they left behind elderly relatives and civilian personnel. This population found themselves isolated &ndash; unfamiliar with and disconnected from the laws and systems of the newly independent Latvian state &ndash; turning Karosta into a socially segregated neighborhood for many years.<\/p><p>The military departure also left a vast landscape of abandoned facilities, many of which fell victim to looting and vandalism. Today, these decaying structures &ndash; juxtaposed against forested marshlands, dunes, and wild grasslands &ndash; are slowly being reclaimed by nature, creating a unique backdrop that draws curious tourists.<br>\nCurrently, Karosta is experiencing a modern revival as part of the Liep&#257;ja Special Economic Zone. Industrial development is actively reshaping the streetscape and community spaces, bridging the area&rsquo;s harsh military past with a progressive future.<\/p><p>As a result of the residency, artworks are expected to contribute to changing public perception of Karosta by transforming a degraded former military area into an ecologically healthy, socially safe, and attractive territory. The placement of works outdoors in L&#257;&#269;pl&#275;&scaron;a Garden requires an environmentally responsible approach. The use of eco-friendly materials and sustainable exhibition methods is encouraged in the creation and display of artworks.<\/p><p>The proposed artworks may be interactive, engaging viewers as active participants, or sculptural, serving as visual anchors in the park&rsquo;s outdoor environment. Artworks should be designed to allow easy dismantling, transport without heavy machinery, and simple recycling or reinstallation elsewhere.<br>\nDuring the first week of the residency, the artist is expected to give a short presentation (up to 20 minutes) about their previous creative practice and\/or their planned artistic concept for Karosta, followed by an open discussion with local residents and art enthusiasts.<\/p><p>The expected life cycle of the artworks is as a pop-up exhibition (for several weeks). After the exhibition ends, the artworks are not intended to be preserved or transported back to the artist&rsquo;s home country.<\/p><h2>Who can apply?<\/h2><p>Visual artists whose creative practice focuses on installation, spatial objects, sculpture, mixed media, performance (including participatory performance), as well as community participation and engagement projects are invited to apply.<\/p><p>The artist residency is offered to two artists who meet one of the following criteria:<\/p><ul>\n<li>Were born in or currently live in one of the cities participating in the &ldquo;CreArt. Network of Cities for Artistic Creation&rdquo;: Kaunas (Lithuania), Valladolid (Spain), Skopje (North Macedonia), Aveiro (Portugal), Lublin (Poland), Venice (Italy), Rouen and Clermont-Ferrand (France), &#268;esk&eacute; Bud&#283;jovice (Czech Republic), Oulu (Finland), or Regensburg (Germany).<\/li>\n<li>Members of the Croatian Association of Visual Artists (HDLU).<\/li>\n<li>Ukrainian artists in cooperation with the Lviv Art Council &ldquo;Dialog&rdquo;.<\/li>\n<\/ul><p>The selection criteria aim to reflect the quality and diversity of visual art presented in outdoor public spaces. There is no age limit for participation; however, candidates are expected to have higher education in an art-related field or equivalent professional experience, demonstrated through their artistic career.<br>\nGrant Conditions<\/p><h2>The Organizer (Liep&#257;ja 2027) will provide:<\/h2><ul>\n<li>Four-week accommodation for two international artists and studio space;<\/li>\n<li>Round-trip ticket expenses to and from Liep&#257;ja up to 450 EUR;<\/li>\n<li>Artist fee of 1 800 EUR\/gross in two payments (50:50): first part at the beginning of the residency and second part after the submission of the final report;<\/li>\n<li>Production cost of 1125 EUR\/gross, result presented in the event &ldquo;The L&#257;&#269;pl&#275;sis Garden Festival&rdquo;<\/li>\n<li>The artist must have a European health insurance card or its equivalent;<\/li>\n<li>Report: Upon return from the residency, artists are required to submit a brief narrative report containing evidence of newly created work\/s (in English), and boarding passes if traveling by plane;<\/li>\n<li>Contract: Before going to the residency, the artist will sign a contract with the foundation &ldquo;Liep&#257;ja 2027&rdquo;.<\/li>\n<\/ul><h2>How to apply?<\/h2><p>In a single PDF document include:<\/p><ul>\n<li>identity card or passport<\/li>\n<li>a short version of your CV (one or two A4 pages)<\/li>\n<li>an artist&rsquo;s portfolio, selection of recent projects (maximum 10 pages and 10 images, you can include links)<\/li>\n<li>a brief project proposal (maximum one A4 page) outlining why you would like to undertake a residency in Liep&#257;ja, including a raw idea description of your work, including the directions you plan to explore.<\/li>\n<li>Application documentation must be submitted via the artists&rsquo; platform on the network&rsquo;s website: <a href=\"http:\/\/creart2-eu.org\/open-calls\" target=\"_blank\" rel=\"noopener\">creart2-eu.org\/open-calls<\/a><\/li>\n<\/ul><h2>Deadlines<\/h2><ul>\n<li>Applications accepted until: June 14, 2026<\/li>\n<li>Announcement of results: no later than June 19, 2026<\/li>\n<li>Contract signing with the foundation &ldquo;Liep&#257;ja 2027&rdquo;: two weeks before departure<\/li>\n<li>Submission of report: 1 week after the end of the residency<\/li>\n<li>Only complete and timely applications will be considered.<\/li>\n<li>Selection Committee: Anna Priedola, Dace Ober&scaron;ate-Veisa, Ieva Rubeze, Zanda Bitere<\/li>\n<\/ul><p>The Committee is not obliged to justify the selection decision.<\/p><h2>Questions<\/h2><p>The contact person for all questions is Zanda Bitere, <a href=\"mailto:zanda.bitere@liepaja2027.lv\">zanda.bitere@liepaja2027.lv.<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Liep\u0101ja 2027 is inviting two visual artists for a summer residency taking place from July 22 to August 19, 2026.
